fix: 修复批量缩略图生成器白屏问题和屏幕适配权限错误
- 启用批量缩略图生成器路由，取消注释导入和路由配置
- 添加窗口大小调整相关权限到 Tauri capabilities 配置
- 修复屏幕适配服务的权限问题，添加 core🪟allow-set-size 等权限
- 解决批量缩略图生成器页面无法访问的白屏问题
